Citrus Heights Pedestrian Safety Improvement

I’m Ed Smith, a Citrus Heights car accident lawyer. Construction is scheduled to begin in Fall 2018 on a pedestrian safety project in Citrus Heights. The project is expected to prevent pedestrian injuries and fatalities received as the result of auto accidents in the area of the Greenback Lane and Auburn Boulevard intersection.

The Necessity

Over the last 11 years, 116 auto accidents resulting in injuries have occurred within 500 feet of the Greenback Lane/Auburn Boulevard intersection and 13 of those accidents involved pedestrians. While none of these accidents have involved fatal injuries, many have resulted in severe trauma. When 3 separate major injury pedestrian collisions occurred in the area in 2016, city officials began the process of doing something to reduce accident frequency.

Past Construction

A barrier fence was built in 2010 along a different section of Greenback Lane between Mariposa Avenue and Birdcage Street. Police have said that this construction has been effective in mitigating pedestrian-involved accidents despite locals complaining that the fence is unsightly.

Lt. Gutierrez of the Citrus Heights Police Department told city council that this fence was built to help protect foot-traffic that frequently traveled between liquor stores on the south side of Greenback Lane and apartments on the other side of the street. Gutierrez said that this past construction has “certainly helped in that area” and that the fencing “helped with getting pedestrians to utilize crosswalks.”

Planned Construction

In June 2017, city council approved a plane for the construction of a fence that will be placed within the median areas of three different legs of the Auburn/Greenback intersection. The fence will extend down both sides of Greenback Lane and one part of Auburn Boulevard.

Councilmembers stated that the goal of the fence is to encourage area pedestrians to not cross the street outside of regular crosswalks. In order to avoid further complaints about aesthetics – meetings are planned to gather public input on how the construction should look.

Funding

Funding for the project comes from a $486,00 grant for highway safety improvement as well as Measure A funds, according to a city council staff report. The construction project will also include the installation of crosswalk count-down signs at 11 city intersections as well as modifications to 29 traffic signals that “need increased vehicle indication sizes.”

Pedestrians and Injuries

Pedestrians are very vulnerable in auto accidents and often receive severe injuries even when vehicles aren’t traveling all that fast. Pedestrians are liable to suffer a variety of different injuries. Injuries that pedestrians commonly sustain include bone fractures, traumatic head injuries, injuries to the spinal cord.
