Training Requirements Changed in Truck Safety Law

A bill called the Moving Ahead for Progress in the 21st Century Act was passed by both houses of Congress and signed by President Obama in 2012. However, it has yet to be completely implemented by the National Highway Traffic Safety Administration.
Basic Principles of the Law
The law was enacted to address three issues concerning trucking. One was to remove carriers, vehicles and drivers that are high risk from operating. The second was to raise the standards higher for those who want to enter the trucking industry. The third was to hold both drivers and operators to the highest possible safety standards.
Delay in Implementation of Training
Although some of the provisions have been implemented, the mandate for trip planning, handling emergencies and a minimum requirement for hours behind the wheel of a big rig in order to drive a truck has been delayed repeatedly. The driving instruction requirement was watered down so that no minimum number of hours are set. In addition, the new regulation would only apply to those licensed after February 7, 2020.

An average of 4,000 people die each in trucking accidents with big rigs, and the number of injuries almost reach 100,000. New regulations to keep the roads safe from unqualified or risky operators may help. In California, although certain requirements must be met, those applying for a commercial driver’s license are not required to complete a certain number of hours behind the wheel in order to be licensed.
