Woodland Police Increasing Safety Efforts

Officials of the Woodland Police Department (WPD) have stated that they will be stepping up enforcement efforts involving pedestrians and bicyclist by focusing enforcement on “collision causing factors involving pedestrians, motorists, and bicyclists.”
Vital Areas
WPD reported that they have mapped out streets where bicycle and pedestrian accidents have occurred most often within the city of Woodland and have assigned additional police patrols to prevent such collisions. Information Officer Dallas Hyde told reporters that the department has been mapping out these vital areas over the previous three years as well as recording the primary violations that caused accidents to occur. While the specific sections of roadway that WPD will target have not yet been publicly reported, a few of the known areas include:
- Matmor Road near Gibson Road
- Pioneer Avenue at Gibson Road
- Beamer Street close to Woodland High School
- Main Street area between East and West Streets
Violation Focus
Officer Hyde reported that police will be on the lookout for violations made by cyclists, pedestrians, and drivers alike that are liable to cause accidents leading to serious injuries. Officer Hyde stated that “special attention” would be placed on drivers who commit speeding violations, make illegal turns, failing to stop for traffic lights and stop signs, fail to yield to pedestrian traffic in crossing areas, and any other dangerous roadway violations. Officer Hyde also noted enforcement measures will be taken for observed pedestrian violations including illegal street crossing and failing to yield to motorists who have the legal right-of-way, adding that bicyclists and pedestrians can be stopped by police and issued citations. Officer Hyde indicated that cyclists are reminded by WPD to wear their helmets and that riders under the age of 18 are required by state law to wear them.
A Rising Issue
Woodland’s increased enforcement measures are partially in response to the rise in frequency of both pedestrian and bicyclist fatalities across the state of California. These accidents are becoming more common as an increasing number of people are using non-motorized transportation to get where they need to go. Locally, officers have investigated a total of 81 injury and fatality collisions that involved bicyclists and pedestrians over the previous three years. In 2013, California saw 141 cyclists and 701 pedestrians killed in motor vehicle accidents, accounting for over 28 percent of the state’s traffic accident fatalities. Funding to address this problem has been granted to the Woodland Police Department by the California Office of Traffic Safety (OTS) by way of the National Highway Traffic Safety Administration (NHTSA).
